Affordable Health Care for Everyone
Cliff has successfully fought to get quality health insurance for
individuals in Maine and to prevent insurance companies from
discriminating against seniors, women, and people with health
problems. He will continue to lead in ensuring affordable

Education & Child Care
College is now more affordable in Maine than anywhere in the
country, thanks to a law Cliff wrote and helped pass. Cliff will bring
the same bold vision and consensus-building skills to provide
quality childcare and early childhood education for all of Maine's

Fair Taxes and Wages
Cliff's ability to bring people together and his understanding of the
tax code, the school funding formula, and other complex policy
issues will help Portland and its citizens get a fair deal. Cliff will
also continue the fight for a strong minimum wage bill that he

Fighting Poverty
Cliff has been a champion for Maine’s least fortunate, both as a
litigator and as a policy advocate. He is helping lead the fight for a
strong minimum wage bill that he drafted, and has worked closely
with disability and homeless advocates to promote more resources
and better planning for affordable housing. He will stand firm
against shortsighted budget cuts that threaten our most vulnerable
citizens.
Protecting the Environment
Cliff has been an effective environmental advocate since his first job
out of college, where he did groundbreaking work on protecting
drinking water from stormwater pollution. His understanding of
environmental law and policy will help him promote sustainable
development, clean energy, energy efficiency, biodiversity, public
transportation, and preservation of wilderness, public lands, and
open space. He will also work to reduce sprawl, greenhouse
emissions, pollution, waste, and exposure to toxics.
Strengthening Maine’s Economy
Over the next decade, we need to make focused public investments
in Maine’s people, communities, and infrastructure. While the
Opportunity Maine law, which Cliff drafted, will develop Maine’s
workforce, Maine must invest more in research and development to
build the jobs of the future. We must preserve our quality of place,
strengthen traditional industries and working waterfronts, and
promote Maine’s creative economy. We also must improve
statewide transportation and information technology infrastructure
to give businesses what they need to succeed.

Civil Rights
Cliff has long championed civil rights, whether getting justice for
discrimination victims, volunteering for Maine Won’t Discriminate,
or writing law review pieces on human and civil rights. In the
Senate, he will fight to give everyone the right to marry and raise a
family, regardless of sexual orientation. He will protect individual
privacy, ensure fair treatment of non-citizens, protect free speech
rights, preserve net neutrality, and end the Human Rights
Commission’s employment case backlog.
